The plugs should be wet if cranking but not firing. There is a multi pin grey plug under the throttle bodies towards the front did this get wet?
Try a little spray of fuel into the open throttles.
If you leave the fuel rail and injectors connected but remove the assembly from the induction and put a sheet of paper over the end of the injectors and try to start the car the injectors should squirt fuel.

Do you hear the fuel pump prime the system and then stop?
Buy some Easy Start spray from a motor shop and give a little sray into the induction with the filter off and the try again. If it runs for a short while it must be fuel related.
Did any engine wiring get wet when you cleaned the car?
Try to reset the fuel cut off switch.

A little play when checking at 12 and 6 seems to be normal.
To check the lower spherical and top ball joints jack up the front untill the wheels are clear and insert a crow bar or long lever under the tyre and lift, with your other hand check for no movement of the joints.

Just fitted a new tank and replaced the insulation with thin (1.5-2.0mm) rubber cut down from trim strip used to edge the rear wing stone gaurds attached with contact glue.
The tank is held tight against the rear tubes with more rubber insulation to stop chaffing.

The weld that fixes the breather hose to the tank can crack and cause a leak that looks like problems with the filler.
Remove the boot floor and seal with a tank repair product.

The fuel pump gets it's voltage through the contacts of the fuel pump relay. The relay coil is switched by the immobiliser.
Does the relay coil operate to close the contacts?
Trace the wires that go to the contacts and connect them or bridge them, if the pump runs the fault must be with the relay.

Sounds about right...I run a 1999 2.0 VX and it has always done this.
On start up the ignition light is on untill a blip to 2000 ish rpm then it stays out at tick over of 1000rpm.

Just done this job....Drift the old ones out and then clean up the bearing carrier and examine for any contamination that would stop the new bearing outers seating properly.
Put the carrier in the oven and the bearing outer in the freezer to aid installation drop them in and quickly tap home.

It must be the feed to the fans (or the return) as you say both fans are not working. Is there a fuse just for the fans 🤔

Also the pads should slide in the calliper. Make sure where the pad backing (shaped metal plate) is the metal has no sharp edges and the caliper at this point is clean and rust free, then apply a little copper grease on these edges.
Did you use the Mintex sticky pads on the back or the original shims 🤔

Could be fouling the plugs....First try the TPS setting and the ECU water temp sensor....You may need to replace the plugs. What plugs are you using 🤔
Is the ECU map good.

Try standard things first....HT leads, Plugs, Dizzy cap, Rotor arm, then Throttle pot tightness and roller barrel balance.
Make sure the crank sensor cable does not run close to the HT cable.
