Brake bleed screw / nipple

John - I do not think there is a torque setting for such a small thing. If there is it is probably not even 2 or 3 inch pounds.

Could there be that a tiny piece of hard contaminate (microscopic grit/dirt) trapped under the nipple seat ? Other wise I am afraid it is 'up till it shears & back half a turn' if you see what I mean. I am sure that a man of your caliber can judge how far to go with a small spanner before the inevitable ?

I'd say if the thread is M6 / 1/4" or less, yes, it is too high, 6Nm would be appropriate for M6 / 1/4", 3Nm for M5 / 3/16". M8 / 5/16" and above is fine at 12Nm torque. Typically the bleed nipple is going to be a similar torque to the brake pipe flare fitting of a similar size, as the end of the nipple seals on the tapered end in a similar manner.
