Wet lay is basically glass fibre but made with carbon cloth - It's not "proper" carbon
Not a good definition, I'll try and do better. A wet lay up is where dry Carbon (or glassfibre) cloth is wetted out with a liquid resin as it's applied to the mould and left to cure, the resin will have been a 2 part mix of resin and hardener. Pre-preg is where cloth that has already been previously impregnated (geddit?) with a resin is applied to a mould, it'll be slightly tacky and have a vinyl covering each side that's removed as it's applied. It's then put in an autoclave and heated under pressure to effect the cure.
Pre-preg gives stronger, lighter components.
