Swindon racing 2.2 Vauxhall red top

I'm wondering if anyone can help? A friend of mine is doing a top end refresh on one of these and he cannot get anyone to give him information re the crank bolt torque setting. He's tried all the usual Vauxhall motorsport specialists. They are just not replying  one even wanted 100 quid for the information!

The bolt is 4" long, 1/2" shank, has a 3/8 hex drive head and a NF20TPI thread, he thinks the steel is 12grade but cannot be sure. Would you, being a venerable Vauxhall guru, know the torque setting for such a crank bolt?

Also can this bolt be reused or must it be replaced with new?
