He gave them the file of information with the old SVA certificate and certificate of newness and the MOT from just before Christmas and he has just received his new reg. I think his SVA certificate was from October 2004. The car still has only 77 miles on the clock - and 60 of them were from his pre-MOT run round! It seems to contradict the opinion of my DVLA contact, but it does match the statements about newness on directgov. Maybe it all depends on which DVLA office you go to?
