Brent, when the original steering lock was fitted 2 "shear" bolts should have been used.These are designed so that when tightened they snap off flush with the body of the lock making removal difficult.To remove these you may have to drill them out.....If you are lucky sometimes they can be slackened with a centre pop & hammer, try to tap the heads anti clockwise away from the centre of the head. Once slackened they usually come out quite easily.
