Cleaning an old heater matrix

After 12 years I have decided to refit the heater, it has been in storage and looks to have a lot of rusty powder inside so I would like to clean it out. Because it's not on the car I can't flush it so I wanted to soak it, but what would be the best product to use, any ideas please?

I recently bought one of these for only £16.25:

Quality looks fine and it works well. Did not require any cutting of the heater box or enlarging of holes on mine. Just dropped straight in in place of tge old one. Can't say for sure how long it will last but at that price I'm not that worried and you may find you have problems cleaning up one that has been standing anyway.
